Basically yes to everything you mentioned. There are history books, but like any culture it will depend on where you're reading them. Elah will have their own version that skews more favorable to the Paladins, Corsairs will skew towards them. That said, Elah does try to be more "neutral," just, you know. Historical biases and all that.
For the leviathans, have have always been these ancient, mysterious beings that no one knows the truth of how they came to be or anything about them—just that when the ancient wars happened and the world started to flood, a few appeared to save small populations that eventually grew into what Escordvi is today. And just like any world with lost ancient civilizations, past history is lost and all they have now are the stories, myths, and lessons that persisted from that point and now. So a lot of Escordvi's history is mostly made of myths and legends.
Also to note, the Elah will have a very rich library, especially in relation to the Conservatory. However, there are definitely locked sectors that no one can access.
